[Vwpickups] Filler meck and cap

I am in Tarrant Co. and we have the same emissions program as around  
Houston. The emission testing is based solely on the year model of  
the chassis; there is nowhere in the registration info that records  
any modifications (that I am aware of, at least). Further, the  
standards for the older cars are much relaxed and after they pass 24  
years old the requirement for emission testing is dropped and it  
falls back to just the safety inspection. Thus our '81s have not been  
smogged since 2006, and no one has ever asked about the '87 GTi  
engine I have, even when it was smog tested.
