[Vwpickups] Cluster name and (VSS) Vehicle Speed Sensor or Signal

Q1 Is the term "westmoreland" style cluster referring to the clusters that have a 18 pin connector positioned at the top of the cluster and uses four (4) screws to hold it in place on the 81-84 MK1s?

Q2 (VSS) Vehicle Speed (Signal or Sensor)

I have found a VSS connection on the speedometer for vehicles with cruise control.
I have found the a tab on earlier clusters that appears to be for the same connector (1981-84) "westmoreland" type. 
Could this be used to install a cruise control on a MK1 vehicle?
