Well, there are so many forums around, I continued to search and did discover that the VSS on the 1981-84 was used to support cruise control. The support is also on my 1982 speedometer. I have the cruise control off of a Quantum. I also have read about the audiovox package, but was trying to implement the feature with stock support. May have to go that route.

    I don't have answers to your questions but I use Audio-Vox aftermarket
cruise control on my Rabbits and they work great for me. They use a magnet
pickup on an inner C/V joint if you don't have a speed sensor. They cost me
about 120 bucks.
